I agree but for the last 30 years governments have been terrified of offending dog owners. Think of how the dog license never went up for decades until at 37p its costs exceeded its income.
A sensibly priced dog license (with suitable reductions for OAPs, unemployed, etc) would make people think twice about owning one or worse still gi more…
